1. Dice potatoes and onions; boil in water until tender.
2. Drain off water and reserve cooking liquid.
3. Add butter to potatoes and onions until butter melts.
4. Add flour, ham and parsley; stir lightly.
5. Pour in 4 cups of potato water and then milk.
6. Turn heat up to medium and stir until soup thickens, about 5 minutes.
7. Add salt to taste.
